Silent poor... the poor and needy whose cries for help are drowned out in today's busling society. Their existence is spreading rapidly across the nation, and as such, the government decided to set up a body to help them. Nationwide, there are now people called Community Social Workers (CSW), and their jobs are to attend to the poor and needy. One such person is Satomi Ryo, and she works at the Shitamachi area's Council of Welfare. The people that she meets in her busy working life are people afflicted with juvenile dementia, those who have shunned society and locked themselves up in their rooms, the homeless... generally people who are in despair over life and the fate dealt to them. Ryo herself had been down the lonely road before, and as a way to pull herself out of her depression, she decided to work as a CSW, in order to help others like her. She strongly believes that one can always start all over again, and it is her belief that helps her to move forward in life.

社会不断进步，生活日渐富裕，但当物质让我们感到如此富足之际，人与人之间的距离却原来越远。而在当下这个飞速发展的时代，很多人的困难却被有意无意忽略。美丽善良的里见凉（深田恭子饰）是东京下町一所民间地区福利组织——社会福祉协议会的职员，童年一段刻骨铭心的经历，让她发誓再也不放开任何乞求帮助之人的手。入职以后，她时常不顾个人安危，为管辖区内的人们全力奔走。但即便如此，因为制度漏洞和部分从业人员的责任心稀缺，还是有很多人求告无门。

Silent Poor，即指「無聲的貧困」。這種「看不見的貧困現象」，目前正在社會蔓延中。為了幫助這些貧困者，日本社會上多出一項在各個社區對應、照顧貧困者的工作崗位——社會工作者（CSW）。本劇講述的正是深田恭子飾演的社會工作者，對貧困者們伸出援手的故事。

Les pauvres et les nécessiteux dont les appels à l'aide sont noyés dans la société actuelle en pleine effervescence apparaissent rapidement dans tout le pays. Pour faire face à cette vague de pauvreté, il existe les travailleurs sociaux communautaires (CSW). L'une de ces personnes est Satomi Ryo, et elle travaille au Conseil d'aide sociale de la région de Shitamachi. Les personnes qu'elle rencontre dans sa vie professionnelle sont des personnes atteintes de démence juvénile, celles qui ont fui la société et se sont enfermées dans leur chambre, les sans-abri... généralement des personnes qui sont désespérées par la vie et le sort qui leur est réservé. Ryo elle-même avait déjà connu la solitude auparavant. Elle croit fermement qu'on peut toujours recommencer à zéro, et c'est sa conviction qui l'aide à avancer dans la vie.

放送当時、特に高齢者や障害者などの家庭で、見えにくい貧しさと戦う人々の存在が問題とされており「声なき貧困=サイレント・プア」と呼ばれた。その貧困者を救済するべく活動をするコミュニティ・ソーシャルワーカー（CSW）にスポットライトを当てた社会派ドラマである。

物語の舞台・「江墨区」は江東区と墨田区を一つにまとめた架空の地方自治体であるが、実際の両区は下町地域にあり、近接している。
