The official announcement said it's a season 2 and Netflix, which is the distributor in many regions, categorises it as a Season 2.

I quote : "Sequels series (i.e. a direct continuation of the story) are added within the same entry. When the episodes numbers are continuous, all episodes are added to the same season. I see. But then how do you put a hierarchy between the sources? Netflix and crunchyroll both say it's the second season, and while the website says it's the 13th episode, the website also mentions it as there being a second season (which is the one currently being aired): https://anime-dandadan.com/news/
