When I click that link, I get a page with a list of the two versions of the API (v3, v4) to download.

yes but clicking either v3 or v4 on that page results in 404

Ah, I see.
This isn’t something we manage, it’s part of the documentation product we use (ReadMe).
I’ll have to submit a support ticket and see what they say.
