I'm looking to learn a new programming language (golang). The project I have in mind is just a small program to search movies and find information. Is this okay? I've looked at the request form but I don't have an application URL. Thanks for the help.

Yes. No problem.
If you are an APP developer but still do not have a URL for your software,
or if you are a teacher teaching your class how to use the API feature,
or will use it in their own studies,
or in short, do not have a URL,
just inform N/A, not applicable or not available or no answer.
