I am currently developing a website for my final year project in college (UCC). To clarify, I will not generate any money whatsoever through this website.
I plan on using the TMDB API to gather data on films and make challenges out of them myself, which other users can view ,and then rate the films. The ratings will then be compiled and AI will make suggestions on what films the users would like based on their ratings.

I don't think so.
All you need is the Developer API Key.
But remember to credit TMDb on your site.
