Yes, using Discover.
For example.
Search for a film that Debora Kerr (ID 20141) and Gregory Peck (ID 8487) worked on.
Using the "&with_cast=" filter with the AND resource, the comma.

https://api.themoviedb.org/3/discover/movie?api_key=THE_KEY&language=pt-BR&page=1&sort_by=primary_release_date.asc&with_cast=20141,8487

AND/OR Logic  
Also note that a number of filters support being comma (,) or pipe (|) separated.   
Comma's are treated like an AND query while pipe's are treated like an OR.   
This allows for quite complex filtering depending on your desired results.
