Call using Java fail when including multiable certifications

The call works perfectly fine on the API website or in Postman. I'm using %7C to denote OR. I've even copied and pasted the URL of the call directly into my code. I can successfully make a call containing only one certification in Java but as soon as I add %7C and the next cert to the call it fails. Does anyone have any suggestions?

First, can you include the two requests so we can compare them?
Second, when you say fails, what is happening? Do you get an error?
