As I already answer you in your other message, in my opinion, the timezone parameter is only for future use once the new developments to add the release time are done.
We currently only have the release date, which make a timezone field unusable.
I have asked internally to confirm that information.
Note : You should never ask the same question at multiple places. So, I'm closing the other discussion.
