We only keep 90 days available. Pick a date in the past 90 days and you'll be good to go.

Did they move somewhere else or not available at the moment?

Files are available for a maximum of 3 months.
You are asking for a file from 9 months ago.
Remembering the date format used:
MM_DD_YYYY = 05_15_2023 (May/2023)
Try asking for a file with a date
11_15_2023 (November/2023)
http://files.tmdb.org/p/exports/movie_ids_11_15_2023.json.gz
