Is there a one-to-one correspondence between the language code (iso_639_1) and the country code (iso_3166_1)? For example, if the language code is en, the country code is always US.

No, there isn't.

en-US is used for all the English language.

But, for example, for the French language, you have fr-FR for the French language used in France and the other European countries and fr-CA for the French language used in Canada.
