The Movie Database Support

Was having a look at some votes on backdrop images for the latest Star Trek: Strange New Worlds episode, and was trying to understand the ordering on the site here: https://www.themoviedb.org/tv/103516-star-trek-strange-new-worlds/season/2/episode/9/images/backdrops

So I had a look in the API to see if it's ordered by votes, but then I found "vote_average", which is what it appears to be ordered by. But it's not clear where this average is coming from? How does an image with 9 votes get a lower average then an image with 2 votes (or even no votes). I thought maybe resolution has an effect, but 2 nearly identical images (jD7FNahP0NBZAkd5VoZaFN771PB.jpg vs ruI9FpC0TVSZgn8Tx44PT3rfZ9k.jpg) one with 1410x793 vs 2844x1600, both at 2 votes have the same vote_average.
