What is TMDb's Trello?

Hello! I have a question. What is Trello? I noticed that several times when someone asks for specific functions, Trello is mentioned as including this request already. Is it a suggestions board? If so, who can vote/add suggestions there?

Trello is the to-do list of the development team:
You can create an account there and vote for the tasks in the backlog. More votes ... faster.

How do we add something to the board? I wanted to suggest adding Silent Movie as a genre. Also do they actually read the votes? There's this card: https://trello.com/c/pHOJdjPj which is easily the most voted card in there, and they seem to ignore it, it is actually a very important feature request. It would be great if someone could reach the developers for this one. It's been there for 6 years...
