Seems to be semi-official as it's affiliated with Rotten Tomatoes / Fandango, which we have a specific exception for:

If there are no official sources, semi-official channels can be used. This includes, for example, film festival channels (e.g. HotDocsFest), theater chain channels (e.g. AMC Theatres), and the Fandango channels.

I didn’t use one in this case, but I just tried out https://ytlarge.com and it seems to do a great job showing a video’s analytics, including upload time.
