Is there any means via the api to get a list of movies or shows that are award winners (ie 2019 academy award winners or best picture winners)?

There is currently no official way, but you could use lists eg. Best Picture Winners.
As you can see on Trello, an Awards feature is however in the future plans.

Not yet.
But, as you can see on Trello, the development is started.
