Can i get another user rating on films?

Sorry before if someone already asked the same question before.
I'm currently doing my thesis that related to movies, and i need datas such as another user rating on movies, can i get that? and if i can, how to do that?

We do not have any API's for getting user ratings (anonymized or not).
