Creating API key

Hello, why it's necessary to fill valid adress and phone number, when I want to request for a key? Next question is, what to fill to URL if project is in development so I develop on localhost and I don't own domain yet.

It is necessary for legal purposes.
If you don't have a public website (or a website at all) feel free to enter "N/A".
