Hi,
Is there a way through the TMDB API to gather only all IMDB IDs (ideally in a single call) which TMDB has knowledge of?

Unfortunately no, there is no way to do this.

One question regarding this: would fetching IMDB ID's and relating them to your own database be legal? I'm guessing you have done an assessment of this for your own part @travisbell .

Yes, I don't believe there is any problem with that.
