Deleted Movie IDs - Gone forever?

Every existing movie ID is between 0 and the result of movie/latest. Some IDs are empty because some movies were deleted.
To get a random movie, I would just sample an ID between 0 and movie/latest and retry until I don't get a 404 anymore. I'm thinking about remembering the 404-IDs to filter these IDs for future sampling. Is this legit or does it happen that movies are restored or free IDs retaken by new movies?

Yes, ids are gone forever once they've been deleted. They will never be reused.
