I can't seem to reproduce this. Using my own account (and session ID) using the two queries:

https://api.themoviedb.org/3/account/###/rated_movies?api_key=###&session_id=###&sort_by=created_at&sort_order=asc

https://api.themoviedb.org/3/account/###/rated_movies?api_key=###&session_id=###&sort_by=created_at&sort_order=desc

Seem to be producing me the proper results (ordered properly).

I'll give you an example with this query: http://api.themoviedb.org/3/account/###/rated_movies?sort_by=created_at&sort_order=desc&api_key=###&session_id=###&page=1&language=de#

Now the json result of this query is: http://www.movietip.net/shared/screen3.png

The sort order in the differes after the 3rd entry: http://www.movietip.net/shared/screen4.png

I am pretty sure that the order on the webpage is the right one!
