Query parameters not being respected

I am pulling data off from this URL: https://api.themoviedb.org/3/discover/movie?&sort_by=popularity.desc&vote_count.gte=200&page=2&release_date.gte=2013-09-01
However, I am getting data that includes release dates in 2005, I'm guessing this is an API error?
