Im currently developing an application that provides a quick UI, caching database, favorites manager and much more features for media for Android. This application uses plugins to communicate with certain websites such as streaming websites, metadata websites and more. I would like to integrate TMDB as metadata provider in plugin format. The application itself will be closed-source and might (not decided yet) be sold on the play store. The plugins however will be open-source and available on github under a GPL-like license (Probably GPLv2). This means that the TMDB plugin would be used in the (possibly) commercial application but the plugin itself would be usable in other projects aswell. Would this qualify as a Commercial or Developer API key?

A developer key is fine. You don't need a commercial key for what you're describing here.
Please be sure to attribute TMDb within your app.
