Would be rating's step by 0.1 supported? Like 7.1 or 7.4 not just 7.0 or 7.5. It will be easier to integrate with imdb.

It's unlikely we will support posting ratings that are more granular than 0.5. Could you elaborate how this would affect anything to do with IMDB?

For example if I want to post movies form user's library from imdb to tmdb or vice versa.

The 0.5. step is baked into every rating component on TMDb. I don't see any reason we need to support anything more granular than that. As it is right now, I've often thought 20 possible rating values is too much. ;)
