Date - 2009 (the exact month and day are unavailable).
Certification - (according to IMDb) Singapore:PG.
However, all that ever occurs is a popup that reads "There were some validation errors... Locales is invalid".

Accordently to imdb is there for Singapore no release year and no age certification.
Even if you put Singapore with any date in, you can see that the drop down list for the age certification is empty. That means you can theoreticly use everything without a validation error. I just tried it with singapore, a random date and pg as certification. Worked fine. You can see it under Changes.
There are no problems at all.

You're right that the initial release is French, so that was my mistake.
However, if you follow your link to the main IMDb page for this film, it does say Certification: Singapore:PG for some reason. No idea why, if it wasn't released there. But I was merely trying anything to make that error message go away. All I wanted to add was the release year... only later including Country of Origin and Certification because I thought perhaps "Locales is invalid" referred to the fact that those fields were empty. Anyway, nothing works - whether with correct info, wrong info, or no info.
I have never been able to save any changes on TMDb without getting the "Locales is invalid" popup error, or find an explanation of what "Locales is invalid" is actually referring to.

France is one of our supported countries with a set of certifications. You have to choose one of the values in the drop down. I just edited a few things and have not seen the error.

Again, attempting to add a year of release. No luck.
I used the dropdown to select United Kingdom. Year: 1961. Certification: neither "UK:A: nor simply "A" will work... I get the following 2 error messages:
"Release information The certification for 'GB' isn't valid, please choose a value from the dropdown list Locales is invalid"
I have no idea what the "GB" is in reference to. (I didn't type it or select it.) And again, no one will tell me what "Locales" is, or why it is always "invalid" no matter what information is entered.

"Locales is invalid" is still the most common message on TMDb. If anyone can explain what "Locales is invalid" means, I swear I'll shut up about it and never bother anybody again. Every time I mention the "Locales is invalid" error, I get silence from staff. Is "Locales is invalid" a secret code of some sort? It's not grammatical. It's barely a sentence. Yet it still pops up about 75% of the time when I attempt to add a year of release.

You must include a month and a day, not just a year. Otherwise you get that error.
And if you know the exact certification you can enter that. Otherwise, just leave it alone. This is the basis for the drop down choices.
