Is it possible to download the entire database for site population?

Instead of using the /3/movie/latest call and looping through every ID, is it possible to download everything in one shot, and then using /3/movie/latest just for maintenance?

Hi Jason,
No, it is not possible. The only way we offer data is via the API. After you did an initial scan, you would be able to just check the latest method as you described to grab ids that have been created since your last check. This is exactly how the API is designed.
