Nope, they are two different persons.

1.) The writer of the film "Jonny's Sweet Revenge" has a bio on IMDb in which it says he's American:

I trust this info - it's an American film and there's another credit for a short film from the same time.

2.) The guy who voiced number 4 on "Numberjacks" is British - it's a show from the UK. On TikTok, there's a very short clip in which a guy claims it's him:
