Do they have an on-screen credit?
The Eastern name order [family name] [given name] is usually used for transliterated Chinese names.

So when I would search TMDB for this actor, I woul try like it’s written in den credits.

No worries. The YT video is an upscale copy of the original DVD. This film does not have end credits. How do we rate all those movie databases on the web? They all write the name in different order. I may can research a bit More regarding eastern names. And how other eastern actors are added to TMDB.
Can you describe what sources are accepted by TMDB ? So I am happy to help using those to improve data quality.
