Pictures have to be of good quality - better no picture than a really bad one. In general, we don't want full body images like this one for Ivy Matheson:

We do make exceptions when there's no image for someone - but only if it appears not in role.

Often, the image quality is a matter of personal opinion and we mods disagree in specific cases (also, I'm personally very bad with images). For example, all 3 images that I uploaded for Ivy Matheson are not very good:
