Her last solo number one was in 2011 3 years into her career! She has fail number of times Gaga almost got a number one but Kesha completely blocked her with ease.
She had a top 5 last year off the hype of the film but even that flew down the charts.
9-11 didn’t even chart with a high budget video & performance.

Rihanna's last solo #1 was in 2013 and Katy Perry's last solo #1 was in 2013 as well. Just because Gaga hasn't had a solo credit on a #1 single since 2011 doesn't change the fact that Shallow and Rain On Me were still her songs. A #1 is a #1. I mean, you've been VERY vocal about Xtina's features being HER HITS as well in past discussions, so this seems like you're wanting to stir sh!t up.
911 wasn't an official single but had it been sent to radio it would've still tanked because it's a post-album single. NO ONE pulls a big hit with a post-album single in the streaming age unless it's a new version (remix) with a rapper. Literally only Harry Styles and The Weeknd have had success with post album singles but that was after MONTHS of promoting them and milking.
Can Lady Gaga score another #1 single? Coming off of ASIB, it's safe to say she would've had a solo #1 if it catered to ASIB fans and sounded like Shallow. That's what brought her back to the top of the charts but instead she chose to return to dance pop. It was okay but the song wasn't super good or strong and other than hype it didn't connect well with the gp who've probably accepted a song like Shallow instead.
I think she's able to score another SOLO top 10 at least but a #1 could only be possible if it caters to the ones that loved Shallow. She still has some interest in gen-z so if she could combine them and the adult contemporary public like she did with ASIB then perhaps she could score another #1.
Beyoncé and Taylor Swift also have a hard time hitting #1 nowadays as well. Swift had to discount her song to 49 cents and add five remixes that were discounted as well to artificially boost her single and go #1 and then she experienced the biggest drop from #1 in the history of the Hot 100. Beyoncé is AWFUL when it comes to single treatments because her team doesn't know how to release singles and promote them properly.
Lady Gaga, Beyoncé, Taylor Swift, Katy Perry, Rihanna once ruled the charts from the get go, but none of them have it easy nowadays. Nothing new though considering they're all into their second decade on the music scene so obviously they aren't going to just pull #1 singles like they used to. Only Adele can.

Rihanna has had 20 SINGLES since her last solo #1 in 2013.
Lady Gaga has had 19 singles since her last solo #1 in 2011.
Rihanna has released a single 20 TIMES since going #1 SOLO and hasn't hit the top spot. What does that tell you? Absolutely ridiculous to claim Drake and Ariana aren't equally responsible for both ROM and Work's success. TWENTY TIMES and ZERO #1s. And nitpicking "duet" and "feature" like that but not counting Gaga's SOLO song ARUTW which has more streams than recent Ariana or Rihanna songs
You are filled with double standards. Either Gaga HAS had solo hits since 2011 or Drake was responsible for Work's success just as much as Ariana was for ROM. It's really ridiculous how some things are okay for others but not for Gaga lmfao.

Going by your logic, Rihanna has released 10 solo singles since her last solo #1 and STILL DIDN'T GO #1. And Gaga's released like 13 since her solo #1. Did that change the fact that both have NOT HAD A SOLO #1 IN AGES?! No. Unless you're an old hack like you, that is.
Gaga has three. And we all know those three were bigger than most of Rihanna's.

Speaking of Rihanna. Despite not being able to score a no.1 on her own since 2013, her 2016 album Anti has spent 260 weeks (compared to the 237 for The Fame) on Billboard 200 which is one of the longest for a female, and The Longest for a black female.
