In terms of ordering the movies, that's often done by fans. I've seen it done with the modern MCU universe; I've seen people put all the scenes in the movie Pulp Fiction in chronological order.
The collection was deleted for unknown reason probably.
Needless to say a collection may consist of different movies with different directors, and the core for them being a group is either official comments or being the same universe and event references.
In this case 'Transformers: Rise of the Beasts' directly references events in 'Bumblebee ', therefore it is considered a sequel and should have their own collection. 2 more movies are on the way btw.

TMDb's methodology for collating a "collection" isn't purely scientific, there's ongoing discussions about how a "collection" here is defined.
That said, the movies in this Transformers Collection are all directed by Michael Bay, with Ehren Kruger as chief writer, and ended in 2017.
This new Transformers: Rise of the Beasts Collection is under new direction with a new crew of writers, and started in 2018.
