Please fix the cast list order

The movie is called The Foreigner, referring to Jackie Chan's character, and it revolves around his pursuit of justice. He should be top-billed or, at the very least, second-billed, not buried below a bunch of supporting cast.
A) Why is he so far down the cast list?
B) Why is the list order locked so it couldn't be rearranged properly? and
C) Can someone fix this?

Yes, I have. At least twice. If you've seen it, you'll know Jackie Chan is either the single main character, or the second, after Brosnan (although the protagonist is usually billed above the antagonist).
