Wachowskis were inspired by GITS but it is by no means an analog of GITS.

yes, them despicable gits. but there were no cyborgs in the matrix though.

The Wachowski creatures lifted multiple scenes from GitS nearly frame for frame. Watch them back to back and you'll be shocked how much they copied.
Very few story elements were copied. Nope. For that they went to Grant Morrison's The Invisibles comic book.
New GitS is OK but succeeds more in its visuals than its story. Just OK. (also lacks all of the great scenes that belong to it but claimed by Matrix)
