When can a film be said to be a musical? :)

Does this have too little song to be one? Wikipedia has it as a musical comedy, and IMDb has the genres Comedy, Musical, Romance.

If it's a musical, the "musical" keyword should be added instead of the "Music" genre. The "Music" genre should only be used for concerts, music documentaries and any films in which music is a key plot element.
