Are these proper sequels to the first 2 movies directed by Duccio Tessari and starring Giuliano Gemma as Ringo? I have doubts.

Right. AFAIK nothing really makes this one more associated to Duccio Tessari's Ringo than the half dozen or so other Ringo spaghetti ripoffs out there.
