Reading the previous content issue reports, the reasoning for part 5 (https://www.themoviedb.org/movie/802809-ghost-in-the-shell-arise-border-5-pyrophoric-cult/edit?active_nav_item=cast) not being in this collection is that it is a re edit of 2 TV episodes to fit into the OVA series. I would argue that this is not a valid reason for the lack of part 5, as, for example, in the GiTS: Stand Alone Complex series, these sorts of re edits sit beside an actual original movie. Similar in some of the Gundam series, and many other anime series.
