I realize a rule exists regarding short film sequels in feature film collections, however in this case, the feature films are actually sequels to the short film.
(The short film's main character, for example, appears at the start of Smile.)
So, I think an exception should be made to include the short film in this collection.
The actress plays a character of the same name in both films, but iirc the character's backstory in Smile is different to that in Laura Hasn't Slept, so they're not actually in continuity with each other, it's more of a reference.
But regardless, I don't think there are allowances for shorts in collections.
