Dr. Tenma, Director General of the Science Ministry, loses his son Tobio in an accident. He decides to create the robot Astro Boy, who looks just like Tobio, using the best of the Science Ministry's technology.

It is the year 2000 and robots have been put in charge of making other robots when there are no longer enough people to do the work. Astro Boy dreams of having a real mother, just like human boys. The robot workers are making an experimental new robot named Colosso who goes berserk and escapes shortly after coming to life.
