Picard is traveling the galaxy as a vaudeville artist making music and performing with his troop of dogs and a monkey called Joli Coeur they come across an orphaned boy called Remy and Picard adopts the boy into his group
Still one remembers having seen a poster or a VHS cover where we see A male figure(Don Johnson) with his back to us standing(walking) through a desolate land with a dog beside him.
That was a once in a lifetime only experience ,because the satellite they picked induced Picard with that vision it was like a black box .So it is not something which somebody can call up by oneself
So maybe he went into the Nexus or they pick up Picard's story in the Nexus after the events from Generations,remember Guinan was there in the Nexus even though in reality she was on board USS Enterprise
We talk about the movie Generations Picard ends up in the Nexus we see him having a family which can be best described as a Christmas Carol scene(I'm not shitting you even tiny Tim is there lol) where he winds up meeting Kirk(who has been in the Nexus since the accident on Enterpise B) and asks him to join him to beat Soran(Malcolm McDowell),Don't know about Whoopie being in it but she is a close friend of Stewart so that could be arranged fairly quickly
Guinan still was in the Delta Quadrant around the time of DISC,she was rescued together with Soran by the Enterprise B when their transport ship was destroyed by the Nexus and those events happened much later ,why she was on late 19th century Earth(Time's Arrow) was never explained
So could PICARD also be like the WINSTON character???

Of course, there is a simpler explanation for the physics-defying poster: The artist had to fit in a number of elements (Picard, dog, vineyards etc) and thought the huge moon in the background looked cool...
