Retcon or not it is part of the established lore of Star Trek better to accept it rather to then try to explain everything,It's the same thing with the Klingon appearance in TOS and TNG where ENT gave an explanation for the differences in appearances and I thought it was a pretty good solution.

No to both questions. This episode has four stories and not enough time to develop any of them properly.

The homemaker: Troi helps her track down her family. The rock star: Yeap. He'll just keep playing music and partying. The billionaire: Humans don't care about money any more. Deal with it. The Romulans: Picard says "let's try to be friends." The Romulans say "Nope. We're the villains."

This episode wasn't the most inspired effort.

It's still TV though, really. The device isn't the issue. Like people today who say they "don't watch TV" because it's on their computer screen. Same thing.
