When are they going to Idris? (Possible spoilers)

I know that the show isn't following the books, but I assume that at some point they'll all end up in Idris. Valentine has two of the three mortal instruments, and the Clave knows that he wants to use Clary. Why hasn't the Clave locked Clary up in Idris?

So we finally got to see a bit of Idris in S2E16, but it was mostly just a lake.
