Salazar calls Victor "the snake" in Spanish and even left him to be eaten by walkers awhile back.... Why? It's all because Victor told him a lie about his daughter Ofelia, right? Seems like Salazar is holding quite a grudge for one lie. I agree with Ruben Blades, who asks on the show's set why he and Victor don't get along.... Weird.

I'd have to agree. They are probably trying to set up some big moment between the two, but it does feel kind of ham fisted.

I would have to agree. Especially considering all that Victor did for the group. If it weren't for him...Daniel and Ofelia would have been dead already.
Furthermore, the past life that Daniel has...he is hardly in the position to judge someone so harshly for one damn lie. That lie gave him hope. And, now that he knows the truth...he's not even in any hurry to reunite with his daughter. What's up with that? Makes no sense to me. It's definitely misplaced anger and aggression.

For sure, Daniel past as a stone cold torturer and killer gives him little cause to besmirch Victor.

Lots of writing on this show goes where the show runner wants it to regardless of the making-of-sense. That kind of stuff was painfully ubiquitous in the first season. It is at a much more tolerable level now.
Daniel and Strand were the only characters I liked in S1 (I've since broadened my acceptance of the cast). I didn't like how they just shoe-horned some vague issue in between them. Sure, Daniel knows his type and may not have much respect for him but the hate is, as OP states, overblown. Seems that they will be forced to walk along side each other soon.
