So at the end of the 2/20 episode, the implication is made that Rafael might be involved in something shady AGAIN. This is disappointing as it shows little growth for the character especially after he made the decision to go to jail as the responsible choice as an example to his kids. Is this a big tease or the likely plot line? Also, Minka Kelly seems like a big actress in a small part like the throwaway Abbey. Maybe she will be around for awhile.

He's a confusing character. He seems shady again. But who knows? I guess we'll see.

So he isn't shady just taking extreme measures because he doesn't believe the Rose threat has been neutralized.
