Beyond the semantics, why would they need a bracelet? Barry is faster than her, he's fast enough to time travel! They don't need a bracelet, just grab her and stick her in the cell before she can use her power. Why is she allowed to just walk out of there?

Why would they want to lock up their friend? By putting the bracelets on her, they get their friend back and she controls KF again.

Well for one, the braclet/necklace suppressed her powers, which in turn prevents whatever cognitive changes that her powers seem to cause; thus she'd be able to walk around free, and hence the reason she'd been doing that for the last several months in the first place.
Fire wouldn't necessarily do anything; she's not Frosty the Snowman, or a green Martian. They actually showed early on, when she sought her mother's help, that her powers manifest through absorbing energy - which makes sense, because that's actually how "cold" works; it's really just a degree of a lack of heat or energy. She was able to absorb an intense amount of heat/energy from some super-heated molten metal, or something, in her mother's lab; which not only astonished her mother and her mother's lab assistant, but lead to said assistant attacking Caitlyn later when she tried to leave.
Now of course Barry should be fast enough to take her, or really anyone else out before they can even think how to respond; yet that never seems to be the case. That's something that bugged me two episodes back, when they ran out into the hall to go after Caitlyn, but she's somehow gone already and Barry's just trotting around at normal human speeds not even trying to find her; when really he should be able to cover every room on every floor and probably a couple of blocks beyond the building in minutes - exponentially faster than Caitlyn should be able to move. On the other hand, it might stand to reason that Caitlyn's "cold" powers - which again, is more the ability to absorb energy, and draw it away from other sources - could correlate to her having the ability to screw with Barry's ability to tap into the speedforce effectively.
