As indicated at the top of the Wikipedia page you have linked, this episode is the first episode of the third season. This is exactly the way it is listed.

Chinese translations were added recently to all episodes throughout the series, but some episodes from seasons 3, 9, and 33 were skipped. The Chinese translations are off by an episode for all of season 3, for season 9 starting with Lisa's Sax, and for season 33 starting with A Serious Flanders (2).

The Chinese translations aren't locked and can be aligned with the original English episode titles by the user himself.
He was reporting the first episode saying that it should be the first episode.
