If you look closer the date he writes seems to be 9/29, it's just a really sloppy 9. That would mean the dates on the note from Major Briggs would be 2 days later. I still wouldn't be surprised If we find out that things are not happening in the exact time frame as they appear. I was starting to think that Cooper/Dougie might be in another dimension, maybe a sliding doors world where Laura Palmer never died or something. It would be cool to see Laura and Audrey alive and well (not to imply that Audrey is dead, but who knows If she's well).
