"with_watch_providers" parameter and the Apple TV ID of "2" is not properly filtering content that is streamable on Apple TV.
Tested Disney+ ID of "337" and Amazon Prime ID of "119|9|" and this is properly returning content that is streamable on these services.
What am I doing wrong?

The results are not streamable for free on Apple TV.

I don't think you are doing anything wrong. Since this data comes from another provider and is constantly changing, it is not going to be constantly updated and accurate due to caching.
These streaming contracts can change very frequently so something you might see as available actually expired a couple days ago.
I worked this out myself by going directly to the source to get the data.
