That's only the case in the US. Globally, her team makes sure to almost completely ignore Europe because they know they can't sell there. She was always local apart from the 1989 era (where the largest bulk of her sales still came from the US).

She ignores South America too

She does well in Asia though but yeah she’s a total dud in Europe.

Gaga is doing extremely well in Vegas. And she could tour the world right now if she wanted to as well.
