Can you test something?
Try change the language and then vote.
For example - Finnish or Portuguese:

A different moderator in the internal forum assumes it's a bug because the English language title uses the character " in the title.
Somehow, this character " throws an error and the voting is not possible.

And that could be the case. If you try Danish, it also doesn't work:

Another moderator mentioned this bug in the internal forum yesterday.
And, actually, one of the TMDb staff wrote today that he

"got a fix for that issue, it will go up with the next deploy."

So, looks like this issue was fixed entirely.
